Official Levels - Europe & Africa Confederations

Harmonisation of Officials Grades

The World Waterski Council recommends that Confederations and National Federations adopt the following officials' naming protocol.

There will be 4 levels of Officials:

a) Level 1 (D1, J1, H1, S1) - International Officials

Requires Confederation Testing Approval

Can Chief or be an appointed official at World Titled, Confederation Titled, Record “R” and Rankings “L” Events.

(Currently named - E&A Judge, Pan Am Judge, etc.)

Level 1 Judges will be subject to periodic re-evaluation and or testing by peers in order to retain their qualifications. The test will be prepared and taken under Confederation supervision. If they do not 'pass' re-evaluation, they are automatically downgraded to Level 2.

b) Level 2 (D2, J2, H2, S2) - International Officials

Requires Confederation Testing Approval.

Can Chief or Officiate at Confederation Titled, Record “R”, Rankings “L” events.

Can officiate at World Titles Events by exception.

(Currently named - Senior USA, E&A Level 2, Aus/NZ Level 2, etc.)

c) Level 3 (D3, J3, H3, S3) - National Officials

Requires National Federation Testing/Approval.

Can only officiate at Rankings “L” competitions.

(Currently named - Regular USA, E&A Level 3, Aus/NZ Level 3, etc)

Limitation of L3 Officials to “L” events: Please refer to rule 25.09.

d) Level 4 (D4, J4, S4) - National Officials

Requires National Federation Testing/Approval.

Can only officiate at National competitions.

Assistant /Entry Level officials

(Currently named – Assistant USA, Aus/NZ Level 4, Canada, etc)

Note:

1) Officials appointed for World Titled and Confederation Titled Events must be qualified in all 3 events.

2) Single event and Two event officials are recognized at all levels.
